Operating Licenses for Horseboxes
An operator’s license is required by anyone who uses a vehicle of more than 3.5 tonnes gross vehicle weight (the maximum combined weight of vehicle and load) for carrying any kind of goods or livestock in connection with a business.
Where transport is in connection with an amateur activity and for nothing more than fuel money (purely to cover costs), then an operator’s license will not be required. However, where there is a commercial element to horse transport, when horses are being transported in return for financial payment, then an operator’s license will be needed.
